From the perspective of 2021, it's hard to read this as anything but incredibly dishonest propaganda.

I'm not sure what was actually going on in the Party ranks under Hu Jintao, and I'd love to know if any of this was sincere. But my first assumption is that it was purely propaganda theater to feed into that narrative leading up to the summer of 2008, that the Olympics would make China more free and democratic.
