The legal immigration system is based on a rule that they let you in only with a proof that you can provide for yourself (have a job, money, sponsor, booked a hotel room etc) and won't depend on public support. But if you came illegally, it's a different story.

ICE raids could've been easily avoided if California wasn't a sanctuary state. Pick up criminals directly from police custody. If not, enjoy the raids.
