I see it a little differently. I have a friend who got a fake document stating she was vaccinated in order to get into restaurants that would otherwise ban her. The restaurant is complying, and using the fake document to enter such an establishment is condoning that compliance. In my mind it's not really civil disobedience at all. Using it to get into a grocery store when the alternative would be to starve or invite real harm is another matter.
