It’s not entirely clear to me whether this 2027 goal is the same, different, or related-but-different as the 2035 goal set at the 19th Party Congress.

In 2017 Xi said the following: “We will make it our mission to see that by 2035, the modernization of our national defense and our forces is basically completed; and that by the mid-21st century our people's armed forces have been fully transformed into world-class forces.“ https://www.chinadaily.com.cn/china/2017-10/27/content_33756453.htm

The Communique reads slightly different but not that dissimilar. The pessimist (from an American security perspective) in me says this is moving up something that is largely the same goal stated in 2017 to 2027.

Would be interested to hear from you or anyone else equally well versed in the language whether the Chinese terms Xi used in 2017 and those put out today are all that dissimilar.
