Nukes are less important than a billion+ consumers and disposable income. Sometimes I feel China would be able to control the Western narrative a lot more if it stopped with the nuclear weapons and other expensive programs and rather gave urban Chinese $$ to spend on Western brands that are consistent with XJP Thought.
