And when you think about how that scheme was enacted, who could afford the (as yet unchanged) $200 tax stamp when the NFA was put in place? Only the criminals. It has nothing to do with safety - it was making sure the government got its cut. Even today...how does paying $200 make it safer for someone to purchase a fully-automatic weapon, or even a suppressor for that matter, than if they didn't pay that tax?
