It has actually been asked and answered. The reason given was that it is EASIER to manage checking people for mandate compliance if all the conscripted police (i.e businesses) have to check for is evidence of vaccination via a single card or app screen.

This shows that this is all about control, not stopping/avoiding the Covid infection.

But with at least 2 shots and a booster, it is getting difficult to tell whom is fully vaxxed.
