I think that's usually a requirement of the job. "The first duty of a state is to keep a worse one from arising." Hiring one set of sociopaths to control another set of sociopaths has not worked very well, but no one seems to have come up with an alternative which can be scaled up. That's not a reason to stop trying, but clearly it is a hard problem.
