The fact that Apple's state-of-the art data center is being built in Guiyang located in China's poorest province is a testament to the importance of proactive building of infrastructure. Miles of brand-new three-lane highway (almost empty of traffic!), high-speed rail lines (with some tunnels more than a mile-long) bored through the mountains connecting Guizhou to neighboring provinces.
It's hard to imagine that Apple did not consider (was not *asked* to consider) the infrastructure advantages that the state would provide for locating there.
Modern infrastructure and Big Tech go hand-in-hand.
