As long as the government collects taxes in specie, wants citizens to be able to store value and transact exchanges with each other and the rest of the world, and takes responsibility for furthering citizens' standard of living beyond a barter economy--all these things--yes it does, and yes it can. Pretty tough for any government that doesn't do these things.
