I suspect that Tedros is trying to compensate for his premature statements to the contrary, and for allowing WHO's investigation to get sucked into the original limited inquiry/Beijing publicity circus.

Beijing has already responded by saying that Tedros's reversal is a quid pro quo for the U.S. re-upping its past dues to WHO. This, at least, shows promise as a consistent position in future.
