I believe that it would be wise for Presidents Xi and Biden to meet this summer, if only to clarify positions, red lines, and to establish the tone of ongoing relations. This meeting is likely to be cordial and useful on both sides. That being said, I don’t think that it will change the relentless push for decoupling or lead to a decrease in ‘wolf warrior’ diplomacy. Disruptive diplomacy is here to stay, although it may get slightly muted at times. Yang Jiechi’s editorial in last week’s People’s Daily speaks volumes. His comments at Anchorage cannot thereby be seen as an aberration.
