Is “尤其是以美国为首的西方国家对我实施了全方位的遏制、围堵、打压，给我国发展带来前所未有的严峻挑战” a consequence of “东升西降” (Rise of the East, Fall of the West), or an implication that rises and falls are changing so rapidly that nobody actually knows what is going to happen? But then again, when it was first proposed, “东升西降” was presented in a tone that it is bound to happen no matter what. Either there is inconsistency here, or logic and language work differently when it comes to an all-powerful leader.
