Here's one for you, in reference to plagiarism. Masters candidate, from Colombia with high recommendation, to a Swedish university, supervised by a friend (Marine Science). Lots of time and money invested in him, travel to conferences, provide ideas for research design since he hadn't a single original idea. Catches the kid plagiarizing, word for word from source documents but with no citations in the paper. Student receives a warning; if it happens again he will be expelled, and it is reported to the Dean. There are other issues as well (lack of motivation/theft of university property). Like most (all?) universities, this is unacceptable. Happens a second time and the prof (my friend) demands his expulsion. The powers that be can't be bothered and do nothing. Kid never produces anything of academic value; my friend finally just makes work so uncomfortable for him that he quits. But the university would do nothing to facilitate this.
