I don't expect to see any concrete changes in tax to curtail unearned wealth, just periodic crackdowns on companies and individuals. There are over 100 USD billionaires in the PRC parliament (National People’s Congress + the Chinese People’s Political Consultative Conference) not even Xi will go there. It's just talk. Tax does have to change though, there is a need for local govt to start charge income tax in order to make up for the land sales. End of the day: the common people will get to keep less of what they earn, there really isn't any other choice. CCP will keep increasing military spending, not doing so would signal that they have re-accepted the Taiwan situation. And increase spending on internal security since the coming years there will be more and more internal pressure as the painful transition from high-growth to medium-low growth occur.
