Offhand, "development interests 发展利益" and the PRC National Defense Law's authorization for Xi to use force defending them (whatever that means), seem like just another excuse for why the PRC needn't follow any rules. Whataboutists accuse the U.S. of the same, but the difference is that the U.S. reserves force to prevent domination and does not claim to do so perfectly. Moreover, the U.S. system places specific limits on power. The PRC is quite the opposite.
