I suspect Xi really believes what he says. And in some cases, top down control has it's advantages when moving the populace in a direction that the society needs to go, as opposed to the much slower consensus methods that do the same in the West. But socialism/communism will never, ever trump capitalism for its productivity and it's tendency to lift people out of poverty. In capitalism, there will still be disparity, but the lowest of the low will be better off than the lowest under communism. That being said, we need the West to remain as a capitalist entity, and with our slow, but relentless drift toward socialist systems, I'm not sure we will be as competitive and successful in the future as we have been to date.
