Yes, either. I believe "serf" is from Latin 'servus', which is generally translated as "slave". Either way, they would make some kind of arrangement: room and board for work under command (slave); or a plot of land to farm for rent or labor for the landowner (serf); or whatever. Either way, they will own nothing, and have no say in political decisions. I guess that's kind of the WEF objective.
