IMO, no, it's just the shitty snow conditions in China, a country with no experience running a pro ski race in a region that doesn't have winter.
Look at the all the other DNF's - dozens of them. This is not normal, all the women were racing fine just a week or two ago in Europe where they know how to run these events.
Also more DNF's are typical in Olympics because there's only a prize for the top 3 slots - in normal World Cup racing the first 15 finishers get points, and there's a cut off they have to avoid at 30th place also. Olympics and FIS World Championships are more of a "go for broke" philosophy
