If your goal is to be an immigrant, that is sadly true, the COVID-19 vaccine is on the (long) list of required vaccinations. Unless you can qualify for an humanitarian visa, in which case that list can be waived. My understanding is that the prior administration was allowing quite a few such visas, but that has mostly been halted. Of course the other route is bring with you lots of money. There are provisions for investors who bring in a lot of money to invest and "create jobs". Have a few billion and it's no problem.
