The key to changing course is not the Whitehouse. It is Congress. Too much emphasis on who sits in one chair in the WH distracts from the true problem: all law, all spending, and power to enact policy by the executive branch agencies requires action by congress (well, according to the constitution). Trump's main fault IMO was not using his veto power (not once). A veto in most cases would not have meant much, to be fair: there was really no opposition in Congress from the GOP to most of the damage, and more than enough votes to override a veto. But it would have been a positive gesture IMO, drawing attention to where the problem really lies (sic).
