Of course. But it was not Obama making decisions. He was reading the script. Just as Biden (except Obama could read it more competently and with sincere conviction). No dispute that many of our current debacle is rooted in legislation signed by Obama, and by non-legislative precedents expanded during that administration. The list is extensive. But many of these were the cumulative result of decades of work.
