Here is a simple fix: return "member of congress" to a part time job. Limit congressional sessions to 2 per year. The first commences end of January and (1) congress must produce a budget before they can consider ANY other legislation, and (2) limit the duration of each session (30 days each should be sufficient), and (3) all consideration, negotiation, or other work on proposed legislation MUST be captured in the congressional record, and (4) require national political parties (party) to publish, in the congressional record, all meetings, deliberations, or actions.
