And....since we are asking our members of congress to work no more than 60 days per year, and thus we expect they have day jobs, cap the pay accordingly. Most of these folks are lawyers and probably can bill upwards of $400/hour. So let's pay them $100/hour to be in congress. $48k/year which is only paid if they complete a budget. This gives them an incentive to work efficiently and get back to their $400/hour day jobs ;-).
