The Taiwanese have to publicly say they don't seek formal recognition. Admitting they want formal diplomatic relations is the near equivalent of declaring independence, but without guaranteed US support already on the table. You are correct, however. I recently talked with two US congressional representatives about this, and they both agree that Taiwan doesn't want formal recognition at the moment.
