what is the path out of ending the massive, bewildering bureacratic over-reach. Who oversees this 4th branch?

How do we take back the power of that?

Constitutionally, I'd guess that oversight of these branches would reside in the Executive. Certainly not SCOTUS and unlikely legislative, so Executive authority is constitutional. Happy to be proven wrong, but what is the answer to creating accountability for these agencies, many of which have essentially gone rogue?
