Perhaps whole process democracy means two things:
1. The most obvious, pushing back against global ideological competition: China is a democracy, just different from yours and we have the right to decide how it works for us.
2. Perhaps this is the more important reason: whole process democracy could indicate that this system leads to real results, unlike other conceptiosn of democracy. If this is the case, then Beijing is engaging in the ideological competition by creating new terms and attempting to show that their version of democracy is better and that US/broad West can't win on the merits. Beijing votes and gets things done, Washington votes and is in deadlock, or things get watered down and take longer to make an impact.
