Your friend could ensure the independence and autonomy of that group by refusing that funding from the government, all of which is obtained by tax-theft--legalized theft, but theft nonetheless. Let him and his fellows fund it at their own expense and risk, and they will enjoy an atmosphere where they can speak frankly without any government "guidance" (censorship). Accept any "help" from government, and you lose your freedoms.
