I have friends with small businesses who spent $30K (20 years ago !) on fines and plans for similar ADA compliance. Often driving them out of business. In Los Angeles county the only people able to approve building permits are large, connected construction companies. Private land owners pretty much just don't build or improve their property. My Dad was driven out of private medical practice in the 90s by onerous Medicare billing regulations, it literally cost him more to comply than the amount he was billing.

I am absolutely a 1 issue voter on reducing the size of government. Every problem we have today can be traced to large, irresponsible lawless bureaucracies. They literally suck the life out of human society.
