In my mind, bureaucrats were NEVER salvageable. That is a group of individuals who signed on to oppress others for monetary gain. They always belonged at the bottom of the ocean in my book.

That may be harsh, but, uh ... Words don't mince for me when it comes to that class of entities. I view them as the 2-legged equivalent of ascarids.
