I see the cause/effect relationship a bit differently. It was the lack of broad public support that lead to the new laws 國安法. HK has seven million people now, more than two million of whom are mainlanders. and is an integral part of the Guangzhou delta region which has 20+ million people. It’s going to take a lot more than 100,000 people in the streets to affect any real change. This is not the late Qing dynasty where the central government was weak. When Carrie Lam said she would pull the extradition bill the protesters should have accepted that and walked away, living to fight another day. 老中最怕亂. Once the CCP was able to frame it as an existential issue everything went to hell. Also, the protesters were never able to answer an important question that was being asked from the beginning; Why should people who commit murder in China or Taiwan be able to escape to HK and carry on as if nothing happened?
