Yes, isn't that called Disaster Capitalism and there is another term along those lines. The first was might have been coined by an excellent economist; After a crisis, private contractors move in and suck up funding for work done badly, if at all – then those billions get cut from government budgets. Actually her book is named The Shock Doctrine. I don't know if it was her that wrote of the Capitalists that profit off wars, I'm sure that it is in there, but I believe that there are other books out now that are covering that same tactic.
