I think that declining birth rates have been a massive problem for many countries though with places like China and Russia possibly at significant risk of stalling economic growth due to low birth rates. I cannot imagine why there would be a plan to exacerbate this problem. Aging population is a massive drain on resources. I think only complete maniacs would consider such a plan which could pose a significant threat to any sort of global stability and threaten wealth of any kind. Unless they all have well stocked bunkers and planned to squirrel away for years I suppose. Interesting that the bunker business is thriving.
