The housing market seems perfectly designed to make everyone stressed. People who own a home worry about the costs of carry and the price going down. And people who are in the housing market, have been bedeviled by soaring prices and a shortage of good inventory. It’s hard to remember a time when people felt overall that it was a good time to buy, either because of prices, interest rates, or the overall economic cycle. But could a tax be part of the solution?
