About the author

Barbara F. Walter, Ph.D., is the Rohr Professor of International Affairs at the School of Global Policy & Strategy at the University of California, San Diego. She received her Ph.D from the University of Chicago and completed post docs at the Olin Institute for Strategic Studies at Harvard University and the War and Peace Institute at Columbia University.
Walter is one of the world's leading experts on civil wars, political violence, and terrorism. Walter is a permanent member of the Council on Foreign Relations, a frequent live guest on CNN, and an active consultant for the World Bank, the United Nations, and the Departments of Defense and State. She occasionally writes for the Washington Post, the Wall Street Journal, and the Los Angeles Times, and is very happy when her research is showcased in the New York Times or the New Yorker, her favorite hometown publications. In 2012, she founded the blog Political Violence @ a Glance (with Erica Chenoweth).

- Reviewed in the United States on January 5, 2024As a Civil War buff, I bought this book to get a better technical understanding of how the American Civil War started. Was it just a war over slavery? So many people say otherwise, and I couldn't think of any other war in history that really just had one reason. Thanks to the book, I now have a much better understanding of how post WWII civil wars start, how general wars and military actions in the same period happen, and-for my use-how the American Civil War started. The shortest version of this book is: 'Civil wars are caused by a number of factors-the largest of which is 'change''
Dr Walter gives outstanding historical examples and scenarios to prove her different points and to make them easier to understand. Her understanding of post WWII international conflict is, imo, the highest level.
I checked out the book from the local library first, then downloaded the kindle, then I bought a hardcover copy to mark up and flag and keep on the shelf. Finally, I bought a copy and had it sent to my father-in-law.
The book inspired a year of research into the 1850-1861 causes of the American Civil War, as well as the potential for a second American Civil War in the near future.
Herein, however, the book almost falls apart. About halfway through she gives up the academic discussion and switches to a politically progressive viewpoint of current events. She gives a detailed and well-supported illustration of how Trump supporters and famed MegaMaga Republicans are a threat to the govt and the world. The problem is that-unlike the first half where her illustrations are backed by history, in the second half her illustrations of a new civil war are backed in half truths and historical facts that have since been investigated and found to be historically false.
I tried to look past her second half in a way. She presented an aggrieved portion of Americans from the right, and while she did so I kept asking, "What about the left? They protest and burn cities and commit far more damage than the right ever has?" Here I shifted my thought process and when she would say something like "the Trump supporters did xyz" I would stop and ask myself, "What would the other side do in that sitation or if the roles were reversed.?" This thought exercise is what really led me to love the book. According to the reviews, her shift to partisan examples based on half truths and disproven allegations really upset people. It did make it hard to read, but I think to include descriptions of what both sides of the spectrum would do...would just take up too much space. Maybe in her next book?
DEFINITELY GET A COPY
- Reviewed in the United States on September 28, 2022This is an important book. It deserves not just to be read, but to be studied. It is a short, easy read and very well documented. Though the theme of civil war and how they start is a focus, it also speaks directly to our current situation of right wing extremism and political instability. This situation has been driven by four major factors. First, the Republican Party has transformed itself from a political party into a faction. It had to do this because the actual policy goals of the Republican leadership {tax cuts for the extremely wealthy, regulation cuts for huge, extremely wealthy corporations, cuts in benefits (e.g. Social Security and Medicare) for the vast majority of Americans, the denial or minimization of climate change, and the replacement of our democratic republic with an authoritarian regime} are so counter to the political, social, and economic interests of most Americans. Since Republican leaders could not be honest about their agenda, they became a faction based on identity rather than a party based on policy and ideology. That identity includes a number of overlapping elements including race (white), religion (Christian), education (non-college), geography (rural, southern and western), and gender (primarily male). It is important to note that Republican leaders do not care about any of these factors, they are simply a means to achieving an authoritarian state the serves the extremely wealthy. Because the Republican party has become a faction, it is incapable of coherent political dialogue. Since political, economic, and social issues will not change a voters identity (e.g. white christian) they will not change the party they vote for. Secondly, extreme right wing cable news networks and social media sites have created a fact free zone where conspiracy theories and other idiocy have been normalized. Voters who identify as Republican no longer need to be bothered by different points of view, social science research, or stubborn facts. They live in a different universe where they believe whatever nonsense their leaders tell them. And as Voltaire said, Those who can make you believe absurdities can get you to commit atrocities. Thirdly, the rise of well organized and well armed right wing militias have become the Republican’s point of the spear. From Charlottesville to the January 6th insurrection they stand ready to provide a violent response if their side looses an election. Finally, there are the Republican ethnic entrepreneurs, (e.g. Donald Trump and Ron DeSantis) who use their platforms to divide people along racial and ethnic lines, and magnify the fear and hate of their base voters. The well documented portrait of American politics provided by Barbara Walter should be a wake-up call to everyone who cares about their future and the future of their children.

So I am neither left nor right leaning, but I can clearly identify when someone is either of it. Here I was looking for analytical approach, academic, free of biases, just like John Mearsheimer e.g. but unfortunately I got again another book educating me that one political direction is better than another. She is describing Orban as undemocratic, but he won four times democratic elections three of which with constitutional majority.

Walter's thesis is that 6 Jan saw the return of civil war to America. She examines the international parameters which determine that civil war will affect a country, and the US fulfils them!

Non sapevo esistesse un gruppo di ricerca incaricato di prevedere l'esplosione di guerre civili. Naturalmente i processi sociali contengono sempre una componente di specificità caratteristica impossibile da prevedere, ma l'analisi è davvero convincente, e i differenti tasselli vengono inseriti in un quadro la cui lucidità e razionalità è impressionante.
Non stupisce trovare gli USA tra le democrazie in fase involutiva, con rischi di guerra civile.
Dopo questa lettura alcuni eventi politici e alcuni fatti di cronaca accendono forti campanelli di allarme.
