Call for applications: External Evaluation for the European Disability Forum 2023

The European Disability Forum (EDF) is a non-governmental European umbrella organisation set up to represent organisations of persons with disabilities at EU level. EDF promotes the rights of 100 million Europeans with disabilities. EDF is a unique platform which brings together representative organisation of persons with disabilities from across Europe. EDF is run by persons with disabilities and their families. We are a front runner for disability rights. We are a strong, united voice of persons with disabilities in Europe.

EDF is seeking a consultant to undertake an external evaluation of its work programme.

The purpose for EDF is to identify key areas where we can improve our work. The objective of the evaluation is to measure whether EDF has reached it objectives as expressed in its work programme. The result will be used to evaluate our work, to assess our strengths and weaknesses and to plan for continuous improvement.

Key evaluation questions

  • Does EDF show sufficient operational and professional capacities to implement and coordinate the foreseen activities in its work plan based on the requirements of the CERV programme?
  • Does EDF provide efficient methodology for implementing the activities (organization of work, allocation of resources, monitoring strategies, evaluation of risks and identification of ethical issues)?
  • Does EDF contribute to the development of EU law and policy and what is the European added value of the proposed activities?
  • Does EDF provide sufficient opportunities of capacity building activities to its membership and to the relevant stakeholders?
  • What are the key issues EDF should pay attention for organisational strengthening and future strategy development?
  • How can EDF improve impact and show the results of our work?

Methodology

The evaluator will have the possibility to review all internal documents and to attend meetings of the EDF governing bodies. The evaluator can interview EDF staff and members, partners and donors.

Requirements/selection criteria

  • Official self-employed status (registered with VAT)
  • The consultant/s is independent from EDF and has not worked for EDF in the past or been part of its governing bodies.
  • 5-10 years continuing and specific evaluation experience
  • 5 years experience in working within European networks or disability networks
  • Experience in evaluation of coalitions and networks
  • Demonstrated analytical, communication and report-writing skills.
  • Ideally has a knowledge of the UN Convention on the rights of persons with disabilities, accessibility and inclusion of persons with disabilities.
  • Fluent in written and spoken English
  • Persons with disabilities are strongly encouraged to apply

Deliverables and timelines

  • Evaluation plan presented to EDF by 30 April 2023
  • Draft final report by 10 September 2023
  • Final report to be delivered to the EDF board in late October 2023
  • A short summary of the evaluation for public communication

EDF will be available to review each draft and provide feedback within 2 weeks.

Duration of work and rates

EDF will provide full remuneration for daily consultancy rates of a maximum 500 € all taxes included and for all expenses incurred.  EDF estimates that this process would take about 12 days, including face-to-face meetings and attendance at EDF meetings.

  • Confirmation of if you would be available to be at the EDF Board meeting on April 1st, 2023 in Stockholm, Sweden.
