This well-written biographical reference work covers 627 people involved in one of the world's oldest professions. Listed alphabetically, the subjects have either had important roles in operations (rather than analysis) or else received public attention because they were caught. The emphasis is on activity in America and Europe. The many interesting details were culled from myriad published sources, which are cited at the end of each entry, then again in the bibliography. One would have imagined that, with many formerly classified documents now being published in microfiche, more than two U.S. government publications would have been consulted (as listed in the back matter). Some of the better-known characters have already appeared in Richard Deacon's Spyclopedia ( LJ 3/1/89), Ronald Payne's Who's Who in Espio nage (St. Martin's, 1985), and Ronald Seth's older Encyclopedia of Espionage ( LJ 5/15/74). Still, Spies and Provocateurs has longer entries and is valuable in listing less infamous spies. With cross references, a glossary of espionage terms, and a chronology. Recommended for general collections.

Since 2006, Minnick has served as the Asia Bureau Chief for Defense News, a Washington-based defense weekly newspaper.

From 2000-2006, he served as the Taiwan Correspondent for UK-based Jane's Defence Weekly.
