The Fifth Horseman and the New MAD: How Massive Attacks of Disruption Became the Looming Existential Danger to a Divided Nation and the World at Large Hardcover – December 14, 2021
Purchase options and add-ons
Beyond traditional threats from states such as China and Russia and non-state actors employing violent extremism, can America’s politics and political system withstand the assaults of the Fifth Horseman and the new MAD, Massive Attacks of Disruption? The Covid-19 pandemic, the January 6 insurrection and takeover of the US Capitol, SolarWinds cyber attacks, the Texas storms that cut power, and the blocking of the Suez Canal are harbingers of the new MAD. And the nation is unaware and unprepared to deal with them.
What must be done? First, we must recognize the potentially existential dangers posed by MAD. Second, we must reorganize government to meet these dangers. Third, we need new national security strategies to protect, defend, and mitigate these new threats. Fourth, we must create a private-public partnership in a national re-investment fund that can redress many of the risks of MAD.
In this transformative and highly innovative and provocative book, Dr. Harlan Ullman issues a dramatic warning about so far unrecognized existential dangers to the nation and offers a plan of action America must take if the Fifth Horseman and the new MAD are to be tamed or broken.

This is his tenth and most important book, which lays out the issues and makes major recommendations to repair a broken government, infrastructure, and in many ways a flawed national security policy and organization. He also is UPI’s Arnaud de Borchgrave distinguished columnist.

- Reviewed in the United States on May 26, 2022For the past 14 years we have co-hosted a radio show and interviewed hundred of authors.
However after reading this book we did something we have never done before. We bought three additional copies, one earmarked for each of our representatives in Washington D.C. We are sending a copy to Senators Ron Johnson and Tammy Baldwin as well as our Congressman Brian Steil along with a letter asking, no begging that they read this book.
Unfortunately, we believe we are at a point in history where most would agree, our political system is broken and has lost its way. We find ourselves mired in a political culture where our needs and priorities have taken a back seat to self serving polarization.
Almost no one in Washington is sounding the warning bell but Dr. Ullman is one of the few exceptions. In his book he deftly chronicles the serious, life changing problems we are facing as a nation. More importantly his book offers detailed solutions, a plan to restore America. With our country’s future at a crucial juncture, we owe it to ourselves and our loved ones to become informed, get involved and it can begin with this book. Frank and Kim Carmichael
- Reviewed in the United States on September 17, 2024Author seems to make no attempt to divorce his own political views from his speculations. Qiao Liang and Wang Xiangsui we able to deliver a less bias analysis of the similar range of topics in "Unrestricted Warfare", published two decades earlier, and without a fanfiction insert. And they're Red Chinese.
The topics addressed affect all Americans, on both sides of the aisle. Failure to write for a wider audience keeps the literal "49%" in the dark and this does nothing to improve divisions in the country.
To his credit, the author does tie modern issues well with historical similarities. My only other critique would be the recommendation that footnotes and reference material be tailed on.
- Reviewed in the United States on May 12, 2022With his keen grasp of military history and strategy, Dr. Ullman builds a bridge between 2 dangers confronting the future of democracies - armed conflict and disruptions that fracture the good order of civilization.
Here's the key linkage. The western way of warfare is rooted in action designed to disrupt the enemy using unexpected lines of attack. The Fifth Horseman spotlights non-military disruptions that threaten democratic governments and their citizens. Our challenge is to be mindful of and prepared to thwart all that threatens the stability of our society.
Dangers abound and this book expands the spectrum of threats to our American way of life. Forewarned is forearmed. Kudos to the author!

- Reviewed in the United States on May 28, 2022Don't shoot the messenger! The Fifth Horseman is the most important book of the year. Dr. Ullman not only points out the existing problems with our government and its policies but the future problems as well. He also proposes solutions that we should be working on now. It is a completely apolitical book that properly skewers all parties. If we can't achieve positive government by reason instead of failed government by inaction, we are all doomed to perish with the foolish masses and the evil manipulators that mislead them to their destruction for their own selfish egos. Please buy and read and implement.

- Reviewed in the United States on June 24, 2023Essentially, if we are to succeed in protecting our national security in the 21st century, we have to think more broadly, outside the box, about non-military threats that can disrupt and destroy what we hold dear.
- Reviewed in the United States on January 19, 2023Idiotic conclusions built on a foundation of the author's political distaste for Donald Trump. If you want to hear a meaningless diatribe against Donald Trump, I would suggest turning on CNN or MSNBC. it's cheaper. The book has a lot of detailed descriptions of the international dilemmas facing the U.S and the world. The author apparently doesn't have a lot of concern that the USS. American is being piloted by Dr. Rumack of the movie Airplane.
- Reviewed in the United States on January 21, 2023“A central thesis of this book is that the combination of globalization and the diffusion of power has brought about the demise of the old Westphalian order. In its place, a Fifth Horseman of the Apocalypse, armed with the MAD of Massive Attacks of Disruption, has arisen to challenge, threaten, and profoundly alter the status quo.” To prove the thesis the author arrays a broad swath of events in time, space and effect to show this demise. Interesting in context and the author boldly makes recommendations on the way ahead.
- Reviewed in the United States on May 13, 2022Another insightful book by Dr. Ullman. As with some of his other books and columns he is urging we change our paradigm and offers thoughtful, and to some provocative, solutions. Given our perilous times, however, how can anyone argue with premises? Would love to see this book discussed more and made the subject of some of the "talking head's" programs
