A “settled roadmap” on how a loss and damage finance facility would be set up needs to be in place by the end of the COP27 for the climate conference to be considered a success, the head of Jamaica’s delegation said.

The inclusion of loss and damage on the COP agenda for the first time is an important milestone for developing nations. Still, the issue is mired in disputes over whether rich nations that have contributed more to emissions historically are liable for billions of dollars in damage suffered by poor nations as a result of climate-related weather disasters.
