A city of almost 9 million people, and a wider province of 19 million, at the brink of moving because of drought, because of climate change aided by poor water management. Water rations are in place and the people buy bottled water to flush their toilets. When the taps are on, the water pressure is so low that the population has been advised to buy pumps to help the water move through the plumbing.
