Iranian state television says passage of ships through the Strait of Hormuz still requires coordination with the Iran's Islamic Revolutionary Guard Corps (IRGC) Navy. This could signal the first stage of a new framework in which Tehran, under the justification of maritime safety and traffic management, requires vessels to register before transiting the strait. While not formally described as a toll system, such a mechanism could allow Iran to impose "safe passage" fees and expand its influence over one of the world's most critical shipping routes.

The statement has also drawn attention to differences between the English and Persian versions of the reported MoU. In Paragraph 4 on shipping, the Persian text states that vessel traffic will be maintained at levels proportional to pre-war volumes "as determined by the Islamic Republic of Iran," while the English version says traffic will be progressively restored toward pre-war levels.

In Paragraph 5 concerning the Strait of Hormuz, the Persian version says Iran will discuss the future administration of the strait with Oman and consult other Gulf states. The English version uses softer language, stating that Iran will engage with Oman and other Gulf littoral states regarding the strait.
