Idaho Legislature — Gene therapy vaccine moratorium for children and pregnant women. Posted 02/18/26. Last update 02/26/26 🆕
🆕Update 02/26/26: The bill received a hearing and has an official bill number, title, and link:
Laura Demaray, Sen. Brandon Shippy, and their intrepid team are trying to get a two-year mRNA vaccine moratorium bill heard in Idaho’s Senate Health & Welfare Committee. They seek help from the public.
What’s the Bill About?
In a nutshell, the draft bill amends Chapter 48, Title 39, Idaho Code, to add Section 39-4810, establishing a two-year moratorium on administering human gene therapy products for infectious disease indications to children under 18 years old, including fetuses, and pregnant women, citing reports of harm and unknown long-term effects to protect children's health and safety.
Laura’s Plea
Copied below is a lightly edited plea from Laura Demaray asking for a hearing by Idaho Senate Health & Welfare Committee and its Chair Sen. Julie VanOrden.
Dear Fellow Idahoans,
Please respectfully write or call the Idaho Senate Health & Welfare Chair, Julie VanOrden (and the members of the H&W committee). Ask her and each committee member to please allow the gene therapy vaccine moratorium for children and pregnant women to have a reading and a hearing with a vote (so our bill language becomes an actual bill).
We support Senator Shippy’s bill and the tireless work of his constituency to bring forth this important bill the protect Idaho children from harmful gene therapy vaccine experimentation.
At this time there is no true informed consent about the harms of this technology, which has no fair recourse for injuries to its victims.
Let’s pause this experimentation on Idaho’s children until there are appropriate long term studies to ensure safety, until informed consent is endorsed, and meaningful compensation can be given to those permanently disabled by the gene therapy vaccines can be assured.
We ask for a real committee hearing with a vote and let the chips fall where they may.
This is our year to hold the line.
Ask them to hear this bill.
This bill is a huge part of the momentum for a national moratorium. Please help by respectfully calling or writing. Thank you!!🙏🙏

Our Take
We don’t believe this bill goes far enough, but it’s a start:
All mRNA technology should remain experimental and not recommended on any vaccine schedule, whether for newborns, children, or adults.
Cancer and genetic treatment carveout is concerning, since the mRNA platform (especially for COVID-19 shots) is strongly implicated in CAUSING cancer.
Most important for all Idahoans is H0574 - Medical mandates to prevent all mandates. Without mandates, moratoriums likely are less necessary. tinyurl.com/bkn7jwbu
