Loose above the skies of your city, they spawn out of The Cloud that went from virtual to physical back when we were still completely human. The sheer press of data arrived in the shape of this giant, copper tinged cumulo-nimbus and while it mostly rests in its complete smug totality of containing all human reason, sometimes it goes rogue.

When the power of The Cloud clashes with a particularly virulent storm, a dragon is birthed. Spewing out reams of information and personal details upon hapless citizens!
