There is something I haven't seen addressed with the Minneapolis Murderer Jonathan Ross.

It's very clear that he was CALM and had already decided to shoot her as he pulls his weapon and discretely approached her.

The guy wasn't scared at all, he wasn't freaking out, he was cold blooded and certain as he shot someone in broad daylight.
