They are partners because American containment and a shared dread of Western liberal influence have backed them into the same corner—yet they remain isolated from the wider world. They cannot offer a global architecture that international communities would join willingly. The only alternative they present to the Western system is not a competing order, but a cold international anarchy where the strong devour the weak.
