Ottawa Citizen columnist Brigitte Pellerin has done Ottawa a solid: she read the fine print. The Mayor’s “new” ByWard Market Action Plan is a 2021 reheating plated as fresh cuisine for the Board of Trade crowd. This isn’t policy innovation — it’s visibility management. Re-announce, rebrand, harvest earned media, repeat. It’s Team Sutcliffe in cruise control disguised as momentum. The bet is simple: stay ubiquitous in local headlines and voters won’t notice the recycling. Curious that Councilor Jeff Leiper, who is Sutcliffe’s main challenger, lets it pass. Councilor Sean Devine, at least, seems ready to spar with the Mayor.
