You're right. The Administrative Procedures Act (APA) was passed in 1946 right at the end of FDR"s term. This law gave rise to the Administrative State and the destruction of what Madison referred to as the "sacred maxim of free government" -- which is also known as the principle of the Separation of Powers.

The APA illegally delegated legislative and judicial powers to the Administrative State. Madison warned us that when all three powers of government are exercised by one branch of government, as it is now allowed under the APA, it "may justly be pronounced the very definition of tyranny.” This is the reason the DOJ/Administrative State terrorizes its own citizens, because they can. We've acquiesced to their tyranny by accepting the APA as law and it will never change until we get back to the basics of the U.S. Constitution.
