“I fired 5 rounds and she had 7 holes — put that in your book boys.”

— Text message from Border Patrol Agent Charles Exum after the unprovoked shooting of U.S. citizen Marimar Martinez five times during an incident in Chicago.

Marimar Martinez, a U.S. citizen, was shot five times by a federal agent. The government initially claimed she had rammed an agent’s vehicle, but evidence from *body‑worn cameras and other footage contradicted the government narrative.

Federal prosecutors later dropped all charges against Martinez with prejudice — meaning the government can’t refile them — after text messages and other evidence undercut the original case.

affirms that body cams must be mandatory for all agents with enforcement power, and their footage must be made available in any contested use‑of‑force event. This is not a political demand — it is the minimum standard of lawful clarity.
