UPDATE: While Judge Casper's ruling was being handed down in Boston this morning, Postmaster General David Steiner was across town telling the Senate Homeland Security Committee that states refusing to turn over their absentee voter lists to the federal government will not have their mail ballots delivered by USPS.
Steiner confirmed it plainly under direct questioning by Sen. Gary Peters: "Under our proposed regulation, no."
The rule is not yet final and is already facing legal challenges, but it flows directly from President Trump's March 31 executive order, the same one Judge Casper's ruling today did not touch.
