Yes - a group of us wrote to Substack leadership about this, as we feel this is an abuse of the Online Safety Act which only requires age verification for harmful content (generally pornography and self-harm). Even Ofcom has made is clear that the Act should NOT be used to impose age verification on non-harmful content. So far Substack Team Chris Best have not responded to our letter which comes from a group with around 60,000 subscribers in aggregate - please join us if you like!
